monival.org is a reference and knowledge site about monitoring and evaluation (M&E), published by Sibasi Ltd of Nairobi, Kenya. Your use of it is governed by the Sibasi corporate terms and conditions, together with the site-specific terms below.
The terms that apply
The corporate terms and conditions cover the contractual relationship — acceptable use, liability, termination and governing law. They apply in full to your use of this site.

The terms below are particular to a reference site. They sit alongside the corporate terms and do not replace them — where the two could be read differently, the corporate terms govern.
Reference material, not advice
This site exists to explain M&E methods, standards and practice. It is educational reference material only. Nothing on it is legal, financial, statistical, regulatory or evaluation-commissioning advice, and reading it does not create an advisory, professional or client relationship between you and Sibasi Ltd. If a decision matters — a programme design, a donor submission, a procurement — take advice from a qualified professional who knows your situation.
No warranty of accuracy, completeness or currency
M&E guidance evolves. Standards are revised, donor requirements change, and method debates move
on. Each page on this site reflects its stated updated date and nothing more. We do not warrant
that any page is accurate, complete or current, and we do not undertake to update a page when the
source material it describes changes. Before you rely on anything here, verify it against the
primary sources the page cites.
Methods depend on context
This is the caveat that matters most for this subject. A method, indicator, sampling approach or evaluation design that is right for one programme can be wrong for another — the donor, the jurisdiction, the budget, the evidence base and the question being asked all change the answer. This site describes methods in general terms. Selecting one for a real programme is a judgement call, and that judgement is yours.
Links and citations are not endorsements
We link to and cite third-party material throughout — standards bodies, journals, donor guidance, tools. A link or citation is not an endorsement of the source, and it does not mean the source endorses us. We do not control third-party sites and are not responsible for their content, their availability or what they do with your data.
Limitation of liability
To the extent permitted by law, Sibasi Ltd is not liable for loss or damage arising from reliance on this site’s content — including decisions about programme design, evaluation commissioning, indicator selection, data collection or reporting. What you may do with our content
The original prose on this site is licensed under Creative Commons Attribution 4.0 International (CC BY 4.0). You may copy, quote, translate, adapt and republish it, including commercially, provided you credit Sibasi Ltd and link to the page you took it from.
Two things are excluded from that licence:
- Names, logos and trademarks. The Monival and Sibasi names, logos and marks are not licensed. You may not use them to brand your own material or to suggest affiliation or endorsement.
- Third-party material. Quotations, figures and excerpts from other publishers appear here under fair dealing or with permission. They remain under their own terms, and the CC BY 4.0 licence does not pass any rights in them to you. Check the cited source before reusing such material.
