Who publishes this site

monival.org is published by Sibasi Ltd, a technology company based in Nairobi, Kenya, with a long-standing monitoring and evaluation practice across East Africa. Sibasi builds software and delivers M&E work for implementing organisations, and this site is where we put what that practice teaches us — written up as reference material anyone can use.

Why it exists

Good M&E reference material is hard to reach. Much of it sits inside donor PDFs that assume you already know which document to open, behind journal paywalls, or scattered across agency websites that reorganise every few years. Practitioners end up working from second-hand summaries and half-remembered training slides.

This site collects that material into plain-English reference pages: what a method is, when it applies, what the primary sources actually say, and where to read them. Every substantive claim is cited to its source — how we hold ourselves to that is set out in How we verify.

Where we stand

Independent of funders. No donor, agency or foundation pays for this site or reviews its content before publication. We describe donor requirements; we do not write to please them.
Methodologically non-partisan. M&E has live disagreements — experimental versus theory-based evaluation, participatory versus extractive data collection, and more. Where a question is contested, we present the disagreement and cite both sides rather than picking a camp and hiding the other.
We have a commercial interest, and here it is. Sibasi sells an M&E software product, Monival, and offers M&E training. We would rather declare that plainly than have you discover it in a footer. The rule that follows from it: content on this site recommends a method because the evidence supports it — never because Monival happens to implement it. If a page ever fails that test, tell us and we will fix it.
